In accordance with the PA Code Title 25, Chapter 71, the Borough of Conshohocken Authority, on behalf of the Borough of Conshohocken, proposes to revise the Borough of Conshohocken Act 537 Sewage Facilities Plan for the proposed Matson Mill multi-family residential apartment development. The site is located on Washington Street near the intersection of Oak Street and Stoddard Avenue along the Schuylkill River in Conshohocken Borough, Montgomery County, Pennsylvania. The Matson Mill development comprises 6.039-acres and the Authority is proposing to extend public sewer to the proposed 295-unit apartment building. The project proposes to allocate 307 equivalent dwelling units (EDUs) to account for amenity spaces in addition to the 295 apartment units. The amenity spaces consist of public restrooms, a dog wash area, and minor kitchen facilities. The Official Borough of Conshohocken Act 537 Plan includes allocation and capacity for collection, conveyance and treatment of this development via public sewer. The sewerage from the development will be collected by a proposed 12” PVC sanitary main along Washington Street and will connect to a proposed 12” system in Harry Street. The sewerage will be collected, conveyed and treated by the Borough of Conshohocken Authority. Public notice is required because the Official Borough of Conshohocken Act 537 Plan will be revised due to the following reasons: the project will change the flow at the Borough of Conshohocken sewage treatment facility by more than 50,000 gallons per day; the project involves a different land use pattern than that established in the Official Sewage Plan; and the project requires the resolution of a conflict between the proposed alternative and consistency requirements contained in Section 71.21(a)(5)(i), (ii), (iii). The Pennsylvania Fish and Boat Commission has required the implementation of avoidance measures during the construction of the project.

While the restrictions set forth in Governor Wolf’s Stay at Home Order are in effect, the SPM Package may be reviewed by the public on the Borough website. Written comments on the SPM Package will be accepted by the Borough of Conshohocken for 30 calendar days following the date of this notice. Comments should be submitted to the attention of Ms. Stephanie Cecco, Borough Manager. Public comments will be considered by the Borough of Conshohocken prior to acting on the Act 537 Plan Revision. This revision to the Act 537 Plan will become part of the official Borough of Conshohocken Act 537 Sewage Facilities Plan.
